In a strategic move to enhance border security and improve the travel experience, the National Assembly of Saint Kitts and Nevis passed amendments to the Advance Passenger Information and Passenger Name Record Act on May 15, 2025. The legislation paves the way for the implementation of the Electronic Travel Authorization (ETA) system, scheduled to be launched in June.
The Honorable Dr. Terrance Drew, Prime Minister and Minister of National Security, affirmed that this legislation represents “a foundational pillar in the shift toward a smart, secure, and seamless border system.” He emphasized the government’s commitment to safeguarding national security without hindering the smooth flow of travelers or complicating entry procedures.
A Fully Integrated Digital System to Enhance Data Accuracy and Expedite Processing
The legislative amendments aim to allow visa-exempt travelers to submit their applications electronically prior to arrival. These applications will undergo automated review using artificial intelligence and biometric verification technologies.
The new system is expected to improve the quality, accuracy, and timeliness of traveler data, enabling authorities to conduct proactive security assessments. Travelers will benefit from the ability to pass through biometric corridors without paper forms or long queues.
ETA systems are already in place in countries such as Canada, Singapore, the United Kingdom, and Seychelles, where they have proven effective in increasing airport efficiency and enhancing traveler experience while maintaining internal security.
Alignment with International Standards in Combating Potential Threats
The amendments to Act No. 32 of 2024 permit the direct sharing of passenger data with local authorities and the CARICOM IMPACS agency. The framework also aligns with standards set by the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA), and the World Customs Organization (WCO).
Dr. Drew noted that the success of the ETA system hinges on the efficiency and accuracy of Advance Passenger Information (API) and Passenger Name Records (PNR), asserting that the country’s infrastructure and legal framework are now fully prepared for the seamless implementation of the system.
