A Regional Achievement Reflecting a Global Commitment to Financial Standards
Saint Kitts and Nevis received the Best Regional ML/TF Case Award (BREMOLT) during the 61st CFATF Plenary Meeting, held in Bridgetown, Barbados, from 24 to 28 November 2025.
This recognition highlights the country’s leadership in combating money laundering and terrorist financing, and reinforces its long standing reputation for applying the highest levels of due diligence and verification, particularly within its Citizenship by Investment Program, which is subject to multi layered oversight.
Comprehensive Development of the Citizenship by Investment Framework
Over the past year, Saint Kitts and Nevis has led one of the most extensive regulatory reform initiatives in the citizenship by investment sector. In July 2025, the Citizenship by Investment Unit announced the implementation of stricter anti money laundering and counter terrorist financing standards, based on the 2022 Mutual Evaluation recommendations. These measures resulted in a comprehensive upgrade of identity verification and risk screening mechanisms.
The updates included mandatory biometric verification and fingerprint collection for all applicants aged 16 and above, ensuring a secure and verifiable identity chain throughout every stage of the second passport application process.
Leadership in Technology Adoption, Blockchain and Digital Verification
In October 2025, Saint Kitts and Nevis took an unprecedented step by becoming the first country to integrate blockchain based verification into the security screening framework of its citizenship by investment program. Developed in cooperation with a European security auditing partner, the system is fully compliant with the EU General Data Protection Regulation (GDPR).
This innovation guarantees tamper proof compliance records and enables instant data verification, significantly enhancing confidence among investors seeking a second citizenship through lawful and transparent channels.
Strengthening Border Security and Regional Integration
As part of its efforts to enhance travel and border security, Saint Kitts and Nevis also became the first country to fully implement an Electronic Travel Authorization (ETA) system. This improves border control efficiency and enhances the safety of second passport holders.
At the regional level, the country played a pivotal role in establishing the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA). This historic step aims to harmonize due diligence standards, strengthen data sharing through CARICOM IMPACS, and apply unified residency and document validity requirements among participating states.

In an official statement, His Excellency Calvin St. Juste, Chairman of the Board of the Citizenship by Investment Unit, affirmed that the award marks a significant milestone for the country. He noted that the adopted policies and procedures are no longer merely aligned with best practices, but are now among the leading global benchmarks.
He added that the country’s priority will remain the protection of global financial integrity, while continuing to offer world leading citizenship by investment programs founded on trust, transparency, and accountability.
