Amid rising concerns about the future of visa-free access to European Union countries, Saint Lucia’s Minister for Tourism, Investment, and Creative Industries, Dr. Ernest Hilaire, made an official statement aimed at reassuring citizens and clarifying the government’s stance on this sensitive issue particularly due to its strong link with Citizenship by Investment Programs (CIPs).

 

Government Responds to Concerns: Active Dialogue with the EU

In response to questions from the opposition, Minister Hilaire confirmed that the Government of Saint Lucia is engaged in open and direct dialogue with the European Union to ensure that its citizens continue to enjoy visa-free access to Europe.

He added, “The European Union has established a specific framework for visa-exempt countries, which requires compliance with a defined set of standards.” He pointed out that if citizens (especially second passport holders) are involved in activities deemed harmful to the EU’s interests, this privilege could be placed at risk.

 

The EU Closely Monitors Citizenship by Investment Programs

The Minister highlighted that Citizenship by Investment Programs—which allow applicants to obtain a second nationality in exchange for financial investments—can influence the EU’s relationship with Caribbean states. He noted that “the European Union is well aware that some individuals who obtain a second citizenship through investment may attempt to use visa-free access to enter Europe and seek asylum.”

He added that the EU closely monitors such cases and alerts the concerned countries if a rise in such incidents is detected. If these countries fail to respond appropriately, they may face a decision from the EU to revoke their visa-free status.

 

Saint Lucia’s Citizenship Program Is “Reliable and Transparent”

Despite these challenges, the Minister reassured the public by stating, “As of now, there are no indications from the European Union suggesting any potential action against Saint Lucia in relation to visa-free access.”

He emphasized that Saint Lucia’s Citizenship by Investment Program undergoes rigorous security screening, enjoys a strong reputation, and fully adheres to the highest standards of transparency and accountability.
