The Opening of the “Ocean Oasis” Hotel Proves the Success of Dominica’s Citizenship by Investment Program

News Details

The Government of Dominica has once again emphasized the importance of the Citizenship by Investment Program as a key pillar in financing economic development for small nations. This came during the official opening of the Ocean Oasis Hotel, the latest tourism project supported by the Citizenship by Investment Program in the country. The project is widely seen as a successful model showcasing how such programs strengthen infrastructure, create jobs, and boost the tourism sector across the Caribbean.

Government Vision: Development Begins with Investment

Dominica’s Prime Minister, the Honorable Roosevelt Skerrit, stated that citizenship by investment programs are among the most valuable economic tools for supporting small states. He affirmed that revenues generated through Dominica’s program have contributed to rebuilding the country after natural disasters and funding crucial health, education, road, and local entrepreneurship projects.

The Prime Minister explained that the success of Dominica’s program relies on responsible management and transparency, stressing that the benefits reach all citizens without exception.

Ocean Oasis: A Living Proof of Investment Impact

The Prime Minister noted that the Ocean Oasis Hotel embodies the tangible results of the Citizenship by Investment Program. It is a concrete project that has strengthened the tourism sector, created new jobs, and enhanced Dominica’s national brand as a promising tourism destination.

During the construction phase, the project generated dozens of direct jobs, and today it continues to create wider opportunities in hospitality, transportation, agriculture, arts, and tourism services, benefiting farmers, fishermen, taxi drivers, and providers of recreational activities.

A Call to Citizens and Entrepreneurs

Prime Minister Skerrit revealed that over the years, he has encouraged Dominicans including lawyers, accountants, engineers, and economists to invest their expertise in establishing companies capable of supporting the Citizenship by Investment Program and implementing local development projects.

He emphasized that focusing on growth opportunities is far more important than internal criticism or division, pointing out that foreign investors recognize the country’s economic potential and continue injecting capital into it.

Public and Private Partnership

The Prime Minister stressed that development does not rely on the government alone, but rather on mutual trust with investors and the private sector, along with strong governance and adherence to international standards to ensure the long-term sustainability of the second passport process.

He added that the government supports every responsible investor contributing to the creation of a modern, sustainable, and globally competitive nation.

Voice of Parliament: The Program Is an Economic Lifeline

Shakira Lockhart-Hypolite, Member of Parliament for Roseau South, affirmed that the hotel project is living proof of the government’s vision to diversify the economy and create jobs. She described the Citizenship by Investment Program as the economic lifeline of Dominica.

She explained that the program has enabled the country to rebuild after hurricanes, enhance healthcare, education, and housing infrastructure, and support projects generating real employment opportunities for local communities.
